• France's last chance to swap francs for euros

    http://www.euronews.net/ It has been a decade since France swapped the franc for the euro, but Friday gave savers one last chance to exchange old notes and coins. The deadline saw queues form outside Bank of France offices across the country. The end of the franc as legal tender comes as the single European currency suffers its worst crisis in its ten year existence. Its potential break-up is no longer taboo amongst commentators. According to one opinion poll, the French are nostalgic for the franc - one in three would like to return to their former currency.

This week French President Francois Holland told the European Parliament: "We need to think about the place of our currency, the euro, in the world. It can't fluctuate according to the market's mood. A monetary zone must have an exchange rate policy or else it ends up being subjected to an exchange rate that does not match the true state of its economy." Finance Minister Pierre Moscovici then said: "The euro's level is not a negligible matter for growth." Speaking on the sidelines of a business fair on Wednesday Moscovici told reporters: "Even if there must be no pressure on the European Central Bank, discussing among Europeans what might constitute a fair level for our currency and how to get there is legitimate, and it is also legitimate among other big countries and economic zones, at the G20." Germany, which has traditionally distanced itself from French gripes about the euro, did so again within minutes of the remarks from Moscovici. A German government spokesman said that the euro was not overvalued and it was sensible for financial markets to determine exchange rates. The Japanese yen is at the centre of concerns that some countries are trying to devalue their currencies to boost growth. It has slipped further recently on expectations the new Bank of Japan governor will ease policy aggressively - basically printing money - once in office. The pound remains weak on the belief the new UK central bank governor - who starts in July - could adopt further monetary easing. And there is more bad news for the euro as the US Federal Reserve recently left its ultra-loose monetary policy unchanged with open-ended bond buying and dollar creation. SOUNDBITE: (French) "The biggest thing that I've ever eaten - which gained me a place in the Guinness Book of Records is a plane. It was a Cessna plane, model number 150. I've eaten 18 bicycles, just as many television sets, supermarket trolleys. I've even eaten a coffin!-- It was empty, no one was inside." Earlier this year he made a guest appearance at the London Auto Show. He enjoys the notoriety. Celebrity brings world travel and plenty of challenges. He and his companion Marcelle love to glance back at his entry in the Guinness Book of Records. Doctors the world over say his rare condition must have developed when he was still in his mother's womb. Marcelle knows the way to a man's heart is through his stomach. Evening meals are sacred, When he chooses his menu outside of the house-- then that is his business what he eats." He says for as long as he's known Mangetout-- he has never suffered from any haemorrhages. In these X-rays, you can see the remnants of several pieces of metal and a chain. He gets sick like everybody else- but these illnesses are not related to the fact that he can absorb metal." SUPER CAPTION: Doctor Morzol Mangetout's stomach lining is two-times thicker than normal, which explains why he is able to digest these foods. But, there is the occasional mishap at the dining table. Max Keiser, of maxkeiser.com, James Turk, Director of The GoldMoney Foundation and Pierre Jovanovic, jovanovic.com, tell the story of the introduction of Fiat Money to France. In this episode we look at the use of Fiat Money during the French Revolution and how monetary mismanagement made an already delicate situation even worse, destroying the nation's economy and encouraging political radicalism. We start with the debates over the issuence of paper money, explaining that the previous experience of John Law made French statesmen like Necker very cautios about fiat currency. The debates over the first issue of assignats were hard fought and lasted a long time, with the first issue of assignats approved by just a handful of votes and with all manner of guarantees to insure that it was "backed" by land and other forms of collateral. The first issue of assignats had some very positive short term effects, stimulating commerce as paper wealth spread. However, the government took only a few months to spend the money raised and very soon cries were raised for more. This time a new issue was approved by a large majority. We look at how this paper money inflation started to drive prices higher, encouraging the creation of more paper in increasing amounts as the government and its clients became addicted to newly-created money. Rising prices were blamed on all manner of scapegoats in order to divert attention from the real cause: money printing. As the situation worsened, the worst rose to the top, with Clavière becoming Minister of Finance with the promise to increase printing. Gresham's law started to act in full force, driving good money out of circulation with such force that silver, gold and even copper disappeared from the market. Attempts to put ceilings on prices through the "Law of the Maximum" and to prop up the value of assignats failed, and only succeeded in criminalising most commerce with increasingly harsh penalties -- eventually including death -- for those that sold above established prices or refused to accept payment in worthless government paper. Even the guillotine was not enough backing to ensure the assignat's survival. Eventually food riots brought down the revolutionary government, and after several interim reactionary governments culminated with Napoleon's military rule. Napoleon brought back the gold standard, which survived until the first World War.
